Abstract: This research is carried to investigate the factors that affect students’ fluency and proficiency in English speaking skills at University of Economics and Business Administration - Thai Nguyen University - Vietnam. Besides analyzing the students’ speaking problems, the research seeks the underlying factors contributing to those matters. The quantitative research method was applied by collecting the documents. The was data obtained from the questionnaire with 110 non-English-majored students who are currently in their second year. The result showed linguistic factors surprisingly dominated the difficulties in their speaking performance namely lack of vocabulary, poor in grammar, and poor in pronunciation. Besides, non-linguistics factors also play an important role in hindering students’ development of speaking skills. Finally, possible measures are proposed to tackle such challenges in helping students speak English more effectively.
