Abstract: The study provides a review of the Programme for International Student Assessment (PISA) and its impact on Cambodian education. It compares this with the situation in the Philippines while also considering wider international trends from 2019 to 2025. The analysis shows that Cambodia is facing a serious "learning crisis. "Despite having all sorts of facilities provided for education, most 15-year-old students are not performing well in reading, mathematics, and science. Such poor performance raises concerns about some historical issues, systemic weaknesses, and social differences as well as economic differences. The Philippines, attending similar difficulties with just as low PISA scores, began to show improvements in the recent 2022 assessment because of continuing policy reforms. These are the trends that reflect international PISA: that real educational progress ties to greater national gains, stresses the need for solid supports for teachers, equal strategies for struggling students, and the proper use of technology, among others. PISA serves as a vital outside measure, stimulating reform conversations and advocating policy decisions driven by data across nations developing or now highly developed. The above findings lead to a case that for Cambodia to make real improvements, it should go beyond access and cast its net on quality education together with coordinated policy making which would tackle systemic issues, invest in teacher training, and drive accountability.
