Abstract: Globalized economies and societies increasingly demand a highly skilled and adaptable workforce, and educational systems play a pivotal role in cultivating these essential competencies. International assessments like the Programme for International Student Assessment (PISA), conducted by the Organisation for Economic Co-operation and Development (OECD), provide valuable insights into the preparedness of 15-year-old students in key subjects: reading, mathematics, and science. PISA results have become a significant indicator for policymakers worldwide, enabling them to evaluate the effectiveness of their educational reforms and benchmark their systems against global standards. For the Philippines, participation in PISA has consistently highlighted persistent challenges in its basic education sector. In both PISA 2018 and PISA 2022, Filipino students scored significantly below the OECD average, placing them among the lowest globally (OECD, 2023a). This consistent underperformance underscores an urgent and critical need for comprehensive and effective educational reforms within the country. In stark contrast, Taiwan (Chinese Taipei) has consistently demonstrated remarkable PISA performance, frequently ranking among the top-performing economies worldwide (OECD, 2023b). This profound difference in educational outcomes between the two nations presents a unique and compelling opportunity for learning and comparative analysis. This systematic review, entitled "Lessons from a Top Performer: A Systematic Review of Taiwan's PISA 2022 Success and Implications for the Philippines," aims to address this critical gap. The primary objective is to meticulously identify and synthesize the underlying factors contributing to Taiwan's strong PISA 2022 performance and to critically analyze how these successful strategies might inform and guide educational policy and practice in the Philippines. By understanding the intricate mechanisms behind Taiwan's achievements, this research endeavors to offer actionable insights and potential pathways for the Philippines to significantly enhance its educational quality and improve student learning outcomes in alignment with international benchmarks.
